Childers was city manager in Longview from 2006 to 2007. In a unanimous 6-0 vote, the Rickey Childers City Council decided not to renew Childers' contract. He had spent the past four years as city manager and was under contract for another year, officials said. As part of his severance package, the city will pay Childers a year's salary, insurance benefits and retirement contributions. MARSHALL Resurfacing set for Loop 390 section A price tag of $2.4 million will allow a section of Loop 390, northeast of Marshall, to receive a new, smooth-riding surface during the next few months, according to plans approved this month by the Texas Department of Transportation.

Judge Richard Davis will preside over the hearing where Sheriff Anthony Bet-terton, County Judge Dean Fowler and Commissioner Lloyd Crabtree are scheduled to appear at 3:30 p.m., according to information from the Upshur County Jail. All three were charged with official oppression; Fowler and Crabtree also were charged with abuse of official capacity.

Davis has served as assistant district attorney for Tarrant County, criminal district attorney for Van Zandt County and district judge of the 294th District Court. He has served with the First Administrative Judicial District of Texas since 2003. He was appointed to the case by the First Administrative Judicial Region. The three officials are accused of wrongfully removing Jimmy Caughron of Pritchett from a county commissioners court meeting in September after he repeatedly wore duct tape over his mouth to protest public comment being removed from meeting agendas. Public comment was added back to Commissioners Court agendas earlier this month, but it was after the officials were indicted.
