An 18-year-old country music singer honored in Nashville as "young performer of the year" has been found dead from a gunshot wound to the head. Presley Wayne Spriet's wound "was either self-inflicted or caused by an accident," said Baker County district attorney Gregory Baxter. Spriet, who sang under the name Presley Wayne, recorded "I Can't See Me Without You" and "She Gives It All to Me" both remakes of songs that country-western singer Conway Twitty recorded. Both recordings topped country-western independent charts. When named "young performer of the year" at an Academy of Independent Recording Artists Award Show in 1996, he had beaten out a field of 60,000 performers.

Iraci has said the city would have to apply for funding aid in the next several months. Legg Mason will share study results with council members, probably in February, and then with the public soon.

"It's not a silver bullet, but of all the potential ways to bring some excitement and a destination point for downtown that's going to fill a market need, this is the project. It could be financed with a federal Housing and Urban Development loan of up to $8.7 million that the city recently closed on, he said, and other funding options are being explored. City leaders and others believe the project would be worth the expense if a center revitalizes Elmira.
Charlanow said she's discussed the idea with other merchants and customers, and most support a center if it would be profitable. The first phase of the feasibility study looked at Elmira having a arena with two ice rinks, meeting and office areas, training and locker facilities, an arcade, pro shop and concession areas. Elmira would need to hold 12 shows or concerts per year and rent ice space to break even or make a profit, according to David Eyl, a senior associate for Legg Mason. The final phase of the study will weigh potential profit with project financing, and will include site location, management and design considerations. Charlanow's barbershop sits on one of at least two sites being considered for the Elmira center.

Many council members want to build a center if financing is in order, said Councilman David W. Brown, R-lst.
